Gross public debt is what the government owes at home (T-bills, Pakistan Investment Bonds, sukuk, National Savings Schemes, prize bonds) plus its external debt and IMF loans, all in rupees. SBP publishes it quarterly in its Pakistan Debt and Liabilities summary, together with the wider total that adds external liabilities, public sector enterprises and private external debt, and the same figures as a share of GDP.
The central government's domestic debt is published monthly, split into long-term (permanent and unfunded debt such as savings schemes) and short-term floating debt (mostly Market Treasury Bills). A separate monthly table shows who holds the marketable securities — banks, mutual funds, insurance companies and others.
